My guest is before the opening around 7H00, buy side was 0.51US$ with practilly no buyer against much bigger number on sell side.

Maybe Nasdaq wanted to protect BRCN shareholders.

Now at 1.04$ heading to 1.05$, system should had erase that red R. Anyway, 20 000 shares were bought right at the opening, so, in fact, no restriction.
