rbc in quiet period so upgrade will come in due course

the reason rbc has not bumped their target is because of the so called chinese wall between their capital markets business and their real estage business

in the april 19 press release about the potential sale of the vancouver port land it was noted that rbc capital markets real estate group is working in conjuction will colliers on the sale

hence rbc at this time has lowest number on chem going forward. That will end when the chinese wall comes down after the sale.
