Just a guess, but...

If they are syaing they'll have the review done by the end of March it could be that they have an offer in hand and are going to shop it a bit to see if they can juice it.

If they started from scratch today, twon monrths is not a lot of time.

Just my $0.02, no actual knowledge on my part.
