Its Central District operation is located in East Central Alberta, which is focused on producing oil from multiple, large original oil in place (OOIP) pools. Its North area includes Grande Prairie, Clearwater, House Mountain, Mica, and Mitsue properties.

Not sure if you interpret the analyst recommendation the same as me. This guy also has a price target of $10.50. He is just saying in his opinion CJ is not going to outperform its peers in the short term. But the share price will still increase.
