Cardinal Energy Ltd. is an oil and gas company with operations focused on low decline oil in Western Canada. It is engaged in the acquisition, exploration and production of petroleum and natural gas in the provinces of Alberta, British Columbia, and Saskatchewan. Its operating areas include the Midale, South District, Central District, and North District. It has over 730 million original oils in place (OOIP) and its low decline production of approximately 3,200 barrels of oil equivalent per day (boe/d) is supported by both water and carbon dioxide (CO2) enhanced oil recovery (EOR). Its South District operating area is located east of Calgary in southeastern Alberta and produces medium gravity crude, as well as liquids-rich natural gas. I read the same report as everyone else. And the last time I checked the definition of revisit,  it meant to reconsider or re evaluate from a different perspective. No where does revisit mean100 percent promise to increase the dividend. I am sure they will take into consideration the current stock yield. If the stock is stuck where it is now then it makes no sense to me to increase the dividend to a crazy yield of over 10 percent. That would be like a broken REIT lol

You might want to go back and read the report again. 

This is what CJ said.

   "We anticipate that our net debt will decrease to under $50 million in the third quarter at which time we outlined that we will revisit our shareholders return strategy with an INCREASE to the dividend rate."

That means when net debt is under $50 million they will increase the dividend rate. Seems pretty clear and definite  to me.
