OSFI has stopped dividend increases, share buybacks on the big sixl banks, but capital levels are now at record highs maybe end of June rules may be relaxed if they follow US federal reserve.

These adjustments were put in place at the start of the pandemic to give the banks the flexibility to address stressed conditions, but now that markets have stabilized the measures are no longer required, OSFI said

Whether they received government funds is not a factor ie BCE increased their dividend last quarter.
