Tightly held stock

Waterous owns 67 million shares which leaves 34 million in other investment portfolios, (unless WIF holds more of the stock), yet it trades less then 50 thousand each trading day!  Also, these trades go back and forth between TD, Scotia, RBC, etc. Wonder what is going on? My investment broker just says it is tightly held for future considerations. Interesting!
