You see its really simple, that new president and staff, since we are now all looking at them under a microscope, they have stopped betting. So now, they are like a bunch of chumps, they dont know how to run an oil company so they take no decisions other than the obvious CEO change they were ordered to do, no vision, no communication, just like Cation said. They dont know what to do when they cant do meetings on hedging (gambling , taking bets stimulating endorphins) or compulsive shopping (looking at assets, travelling there, exciting dream talk stimulating endorphins, go buy buy buy ).
