The market does not like buy-backs; they prefer dividends and also it might be intepreted as a measure of desparation in view of the low earnings and an attempt to jack up the sp. At a later date and when the profitability of the company has been firmly established, we may see a buy-back to reduce the float. Buying back from a position of strength is not the same as buying from a position of weakness. The other reason they would hesitate is they might need the money of M&A.
