Good buy at this price?

Have come across some posts about corruption in ATCO, but otherwise CU seems to be a reliable long standing company, with a good dividend. Will they be affected by the recent Alberta ban? They have a decent debt maturity timeline. Why is the stock price so low - just being slammed by interest rates? Am I missing something? Any reason this is a very risky buy right now?
