I doubt there will be any decrease in Bakken oil shipments of 700,000 bbls/day.
Rail is still 3 times safer than pipelines for oil spills but maybe not for people after Lac Megantic and 47 lives lost. I don't think the rail cars make much difference. Someone forgot the brakes in Lac Megantic , New Brunswick was an overheated wheel and North Dakota was a head on collision.
Better rail cars wouldn't help much in these situations.
