Thanks. Problem is that also sounded very confident that it would be all wrapped up by last summer. As you know they have a history of raising expectations for each quarter only to fail to meet their own deadline and then extend for another quarter and repeat.

FWIW, I am no longer convinced that it is all the fault of cvi. The delays could be caused by politics. Who knows how many different groups need to be paid and the government is only partially in control.
