Tangible book value are the real assets minus debt, Tangible value does not count intangible and "goodwill".
Goodwill has to be written off given all that has happened but that $1B is still on the books. Some have argued that goodwill on Concordia should be negative given the low bond (secured) price, rating and high yield/risk but that's not possible as far as I know.
And since Concordia does not do much R&D there isn't much intangible asset value in the research side of the house.
