They did not make a proposal in late October. They made a court filing. There is a difference. So far we have seen no proposal.
I have surmised that they had some level of support for the initiative before they made the filing, which is what experts in the field always advise that a debtor try to achieve. It is possible that they did not. But the amount of time that has passed between filing and any announcement is not necessarily indicative of that.
