Buying op?

This one almost always shoots down excessively ex dividend.  Either a good buy here or?  Is a new royalty deal in the works maybe?  Those always end up hurting the share price temporarily.

103,000 showing on the ask at $2.95.  Looks like some low ball bids may be in order.
