You are not particularly bright and I don't feel like explaining what an IDIQ contract is beyond telling you it is the optimal contract to win with the US government.

You don't strike me as a an intelligent individual or one with any government RFP engineering background, so I don't expect you to understand.

I have 30 years experience in government RFP/RFQ bidding and the financing in entails.

I will say this is a good agreement to secure.. you moron...
