I don't think they want to take it private but if they keep buying shares at a big discount, it will happen eventually. It could, alternatively trade to a premium to NAV at some point if there are enough core holders. I think I converted to the neversell camp on ELF after listening to Monish Pabrai in a recent interview talk about long term compounder with great capital allocation. Maybe others will too.
I don't understand how disallowing an issuer bid helps liquidity. All an SIB does is provide liquidity to shareholders and signals that intrinsic value is higher. I don't need a regulator protecting me from that. If the issue is the trading liquidity of the stock post SIB, the regulator only need worry about the sellers and the NCIB takes care of that. Anyone who wants to sell more than a 1000 shares can call up the Company and I suspect they will be happy to oblige.
