Enbridge Inc. is an energy transportation and distribution company. Lets put this into prepestive.
The US has not approved Astro vaccine for use yet but is producing it and letting it sit in warehouses. Vaccines have an expiry date. The US probably figured out that the Astro vaccines it is sitting on will expire before getting approved and will look really bad in the public's eye so it decides to give them to Canada and Mexico as a loan. Meanwhile JT and Ford claim they got the vaccines from the US as a result of their hard work and pushing on the US.
