Instigators should be punished and they will be punished. Police should offer protection to both workers and protestors. Plus no bail for these "minor" offences. I can't even imagine the delays on this project.

There is a proper court and legal system in place. They are choosing to ignore it and are insurecting.
That is fine as far as it goes, but a government that wishes to avoid anarchy would call out the national guard and shoot them the minute they interfere with the court orders.
