I am pretty sure this has been asked and answered already. No.
Perhaps he can start looking for alternatives.
Keystone XL would not even be finished by the time Trans Mountain is at which point they ship the oil to the gulf by tanker. Not the cheapest way (or is it?) but it will be avaible the soonest.
Also, unless it is an ENB pipeline, I don't care.
