Even if he doesn't rule in ENB's favour he has pretty much predicted the path that the appeals process will follow all the way up to a currently right leaning Supreme Court. ENB has a long history of just saying no to states ordering them to shut down Line 5.  Wisconsin would just be another no on that list Go Enbridge! ;-)

Exactly  ENB is spending an estimated $450 million to divert the line around the reservation

I don't know, this judge seems to have a pretty good grasp of the political wrangling that is going on. "U.S. District Judge William Conley said the Bad River Band of Lake Superior Chippewa didn't prove that an emergency exists along a stretch of the Enbridge Line 5 pipeline where large sections of nearby riverbank have been washed away in recent weeks. They won't let ENB enter the reservation to take preventive action instead they go to court  I predict Judge arrives after sleeping on the facts crumples up complaint  hits a 3 pointer to the garbage can awards court costs to the Defendant  mumbles Frivolous  :)
