This is now SCREAMING for the Company to announce a buyback of their shares. Honestly this has gotten absurd. They could announce the company will buy UP TO 10 MILLION SHARES ( FOR EXAMPLE). That does not mean they have to do that. They could buy 2 million shares and no more. There is no penalty for buying ALL that you announce. Management should show one way or another (BUYBACK, INSIDER
