Timing looks deliberate to me.

I saw this same thing happen with Atlantic Gold recently .. Making similar announcements ... dilution just before the move to production. Like EXN, this may have been done to shake off weak hands and get their shares on the cheap ... before the inevitable great news ahead propels the stock higher.

One thing is certain, the mining space is very hard to play properly ... Takes nerves of steel.
