Let's assume that the offering is price around $2.10 (just as an example) that means that the total outstanding shares would be around 74 MM. So that brings your hypothetical estimate CCJ holding 7.5% of FMI.
Now that is assuming CCJ want to reinvest in FMI. Which I can see happening. As for the purchase of large block of shares, it will be done via a direct placement not via buying share on the market.
Anyway, you never know with CCJ. This company since 2006, appears, to have a very questionable track record.
