I found the article on mining-journal, same picture, same text.

The date is September 2017. Before the Kazakhs cuts, before Cameco's cut. Back then some reactor that were supposed to be taken offline got life extension. A few more were announced. 18 months is a long time as things started to move recently. 

I still believe Dart is purposedly on the negative side but cannot blame him. I am still here for at least 3 years, people who got in too early must be hangry.
