RE:Buyback...Ya NCIBs rarely make a dent. Except in cases where you have big trade volume, then the 5% annual limit can act somewhat as a dividend. But honestly, in this case they need to do a substantial issuer bid dutch auction once a year and offer to buy at 3/4 intrinsic value or some other metic to prop up the stock and allow people with large blocks to exit if they want to. Otherwise why not just privatize? This NCIB is like chinese water torture.
