Generation Mining Limited is a Canada-based exploration and development stage company. Yup, awesome news, and a great move by management. I looked at the BFS and they had budgeted $87 mill for grinding. This SAG and ball mill(s) will also remove the need for a pebble crusher (further savings). Obviously some $$ will need to be spent on the mill and installing it etc, but getting the SAG and Ball for $12 mill is a STEAL, not only saving costs, but as mentioned, it removes the wait time for the longest lead item.

btw, I don't believe the carribou will be an issue. Of all the things that could have gone wrong with the EIS, this is pretty small, and the fact that's it's the only thing we need to worry about is a good problem to have. There weren't any issues with the tailings or water disposal which is always the biggest worry for OP mines.
