Actually, there is the realistic way of intepreting it... Permits. Thats it.They aren't behind on updated timelines so not sure what you are going off about. And I would hedge my bets that they already have financing - pending permits. Red tape/beauracacy/due diligence...that's all.  Given management track record i would highly doubt they would go this far and spend 10's of

correct .... it's a billion dollar mine that has 'friends' at all levels of government ..... with a vital and strategic resource in the ground; and they can't even get one of their connected and influential partners to get a tree-trimming permit ... this is two consecutive summers and two consecutive years where construction of this mine has been dormant.

Construction was this year only -  I don't about your "friends" but I would prefer my "friends" make sure my billion dollar mine will not end up with problems/ court/ litigation over permits or envionmental issues. I would hope the were friendly enough to delay a process to make sure it is right. I hope they wouldn't hand me a permit knowing that it will backfire
