I think 1Student, your are mistaken about the intention of those two insiders. First, the brought a small amount of stock likes someone that want to invest for long term. They probably put it  aside for when they will retire not because they heard that comming soon. They simply believe in the company long term prospects. 

I guess if they knew something comming soon the amount of stock they would have bought will have been much higher. They will have mortgage the house to invest as you and I would have probably have done ;)
