North America is not one standard uniform jurisdiction. There are a number of mining friendly states and provinces across the continent.
For the most part, Nevada is a fairly mining friendly state, and copper is a green energy metal; so it's not like we're talking about an open pit coal mine in an urban core of a left-wing state like Bernie Sanders Vermont, New York or Massachusetts.
