I know nothing about drilling at all, however, they are runnung a producing mine.  Doesn't that involve drilling, to plan the next stopes?  Could that be the activity you see around the core shack?

If they have flow through money, and don't spend it on exploration this year, there are penalties.  I once owned stock in a company that pulled that trick, but no one went to jail.  I wonder if maybe BNP feels more secure with that cash in the bank, in spite of the penalties that will pop up probably Q2 or 3 next year, long after this company has been restructured.  BNP are the ones calling the shots right now - have you read the forebearance agreement?  Harte can't sneeze without BNP's permission.
