The most reasonable reason for delay is the desire to avoid a determination of 'inconclusive' ... a finding that, in my view, is perfectly legitimate if the evidence is simply non-existent to find the cause of the fire or explosion. The site has been in the control of the authorities for months - what other reasons would you suggest take so long to conclude the cause of a fire or explosion?
Do not confuse cause and fault. Cause is factual finding, fault is a legal finding.
