Full disclosure: I initiated 1500 shares at $11.77 yesterday.  Quite shocked that HSE continues to underperform the entire market.  

I was even pondering of selling my CVE (15K shares) and buy HSE instead, but definitely had some concerns about that trade and decided to leave CVE alone.  

Cenovus strengths:
* CEO is vocal and a leader for the industry, by far one (if not) the best CEO in the CDN O&G sector
* debt is rapidly falling
* dividend and share buyback should be around the corned (possibly as early as October)
* WCS/WTI gap narrowing = benefit for CVE
* huge organic growth

Husky strengths:
* balance sheet
* well integrated (upstream/downstream plus retail) plus diversified

I don't know what is the true reasons holding back HSE, but I would guess that the following might be it:
* CEO is pretty quiet and not very vocal about the company
* company poorly markets itself 
* growth profile or lackof
* possibly the Chinese connection (LKS/China) - I doubt it but could be
* technicals / shorts 
* SeaRose spill 
* lack of catalysts
