CNMC will build a processing plant at Platreef? Kipushi?

CNMC will build a processing plant at Platreef (and maybe Kipushi) in return for an off take agreement allowing Ivanhoe to pour money into Kamoa-Kakula?

I am a shareholder of China Nonferrous Mining. I am sure that the first step of this strategic union will be the purchase of copper concentrate for its smelter at Lualaba Copper Smelter. The Congolese government is likely to dictate that, to allow metal exports, Lualaba must first work at 100% capacity.

This smelter is already built and producing at commercial rates. You mention it must be producing at 100% capacity. What capacity is it producing at?
