RE:RE:RE:RE:RE:RE:RE:JE news updateIn the US, for anything to pass, all the power centers have to agree.  The Senate, House/Congress, and President/Governor.  It is very difficult to get everybody to agree.  Their system is mostly gridlock, unlike Canada where whatever party has a majority can pass whatever it wants. 

The president can be overriden by a 2/3 majority vote in the other power centers but that almost never happens.  

That is my understanding, which may not be precise.  I have picked it up over the years by watching America and seeing what they do.
