Question about payout ratio

A good payout ratio is about 50 % (yes?)... and it's calculated with eps (my perception)... could you confirm ?... I begin to invest in shares with dividend, and I want to be sure that the dividend is safe!

It's based on cash flow. With that said, keyera reports their payout ratio using DCF instead of free cash flow, probably because of the KAPS project. But barring major cost overruns or force majeure the payout ratio should be fine in the near term.
