The way I read the presentation, and it is a sound plan, is they must ramp up the number of "faces" or locations from which they can extract the ore in order to feed the hungry new 3000 tpd mill.
Their plan is all geared to be there when they flip the switch to up the output. That will require a concerted effort underground to develop all those areas and to get the equipment in place to haul the ore from underground to the mill.
The ducks are lining up!
