Not necessarily a low vote of confidence Yoda.  As you suggest, CEO's and company management people have insider info.  Many of them will not buy big chunks of stock at any one time but instead buy smaller chunks at regular intervals so they don't get accused of using the knowledge they have for insider buying.  Just the fact that they are still buying when they don't have to is a good sign.
