The only way they are going to jail is if the entire world economy collapses. The politicians will not take the hit so they will point to the bankers and pull the trigger.
The Western central banks have loaned these bullion banks billions in gold if they go under the central banks will be in trouble. My theory is if the central banks do not have the gold to "loan" to the bullion banks in trouble they will loan them paper dollars to go on the open market and find some physical. If that happens expect the POG to explode.
