The reason for the special was because you cannt predict when and how big we will find monster diamonds. In theory one year we may find none and the next we could have monte-hall year. THen the next back to nothing agian. A special div allows us to ajust to this years booty. If we try to tie it all into a set div. some years we wil have trouble paying and others the div will be too low.
Why not just ajust the yearly divs?
Companies usually get punished for this sort of activity, share holders do not like to have thier divs cut
