Allows them to raise as much or as little as they like.  Given that Mitsubishi money is earmarked for permitting and DFS money raised here is likely for exploration at Mercedes and Sierra Medina.   
So raise four or five million through the ATM and then of we have some big hits we can go back to the market for more to continue drilling.

Not sure I agree. If the share price or volume rises, they are more inclined to sell shares into the rise or volume, thereby limiting any increase in price.  So until they are done with the ATM., it seems to me they control how much or how fast the share prices rises.  IMO Skater

But if the company doesn't need the money they don't have to sell them the shares.  So they raise a few million to drill and then if the hit pay dirt, the price goes up and if they need more they raise at the new higher price.   Someone could try to sell to drive the price down but the company is under no obligation to sell them more

Not saying your right or wrong but have you ever reached out to manangement expressing your concerns or to gather further insight into what they in fact are doing?

Absolutely. Between navel gazing, strategic reviews, managing consultants there is not much time left to get on with adding value, let alone if the CEO is based in Mayfair rather than  Mejillones.

I see the exact opposite. I don't think that is the case with this company and never been. The need here is to actually add stock on the market as this stock is very thinly traded and held at 70% by a few enteties and then another 15% old investors like me that add and haven't sold in years. So the goal is to give stock to trade so it moves with the market. That is my 2 cents
