Sounds like this is at the National level i.e. the entire Netherlands.   "Microbix’s local distribution partner, R-Biopharm, has secured a tendered contract to supply goods and services to support this national-level HPV-based cervical cancer screening program"

Yes, it is. Many other countries will be doing the same thing coordinated at the national level. They like to copy each other, since the Dutch have already done the heavy lifting others may just copy, although surprised these are liquid versus swab. The margins on swab are better as I recall along with other advantages.
