Are you saying that the sovereign State of Nevada doesn't have a say in how our resources are to be used, or by whom?  Then who?  You?  Did God tell you to come and take what you will, and then leave the countryside devastated?
 
Sorry cowboy.  Like they say: This ain't our first Rodeo.  Over-grazing in the 1890’s eliminated the native plant species that our elk and bighorn sheep depended upon for winter forage.  Thirty years before, Virginia City began to poison our desert’s main source of water.

I say, you come and plant yourself down here within sight of the immense mining dumps left by Anaconda.   A super-fund site that will remain toxic for generations.  And then tell me your sad story of how these horrible eco-villains always ruin your chance to make money.
