mine tailings and in particular tailings supernatant water is a regulated wastewater.   pebbles tailings water requires containment due to its quality by the use of proposed groundwater pump-back wells.   the mill reuses. it is not allowed to impact adjacent ground and surface water quality (aquatics). the State will likely require the facility be lined since the use of pump back wells during and after mining will be suspect requiring facility redesign.  the concept of the tailings water not being “toxic” is misleading.  the regulated process wastewater does not meet discharge standards without capture or further treatment.  

 

statements regarding fishing in a tailings facility demonstrates a lack of understanding of operational and post-operation management. no fishing is allowed during operation.  upon  closure, the water requires removal so the tailing can be reclaimed.   continued seepage from the facility for possibly decades is required.
