mine tailings and in particular tailings supernatant water is a regulated wastewater.   pebbles tailings water requires containment due to its quality by the use of proposed groundwater pump-back wells.   the mill reuses. it is not allowed to impact adjacent ground and surface water quality (aquatics). the State will likely require the facility be lined since the use of pump back wells ...more

Because there are no demonstrated economics (pre-final feasibility study) establishing proven/probable mineral "ore" reserves being one of many reasons.  Try learning.  Sweetheart.
