As per NFL Digicare:
NFL Game Pass is available in the market and location in which it is purchased.
For the 2017 Season, NFL Game Pass services will be offered on four different platforms in four different markets: the United States and its territories, Canada, Europe, and the rest of the world. Fans will only have access on the platform on which it was purchased and in the location in which it was purchased. The service in Canada will not be referred to as NFL Game Pass.
The United States territories are considered Bermuda, Antigua, the Bahamas, any U.S. territories, possessions and commonwealths including American Samoa, Guam, Puerto Rico and the US Virgin Islands.

Domestic Availability
Preseason
All preseason games will be available live within NFL Game Pass except for games airing on television nationally or locally within your market.
No Local games: games airing locally within your market will not be available to watch live within NFL Game Pass. Check your local listings for where to watch.
Nationally broadcast games are not available in NFL Game Pass.
Regular Season and the Postseason
NFL Game Pass does not offer live streaming of regular season and postseason games in the United States. Games will be available shortly after the conclusion of the game unless you are on a free trial and the Game is aired on NFL Network. For Free Trial users games NFL Network Games will be available 72 hours after completion.

On-demand games and archives are not available during the Monday Night Football (MNF) game window. Thursday Night Football (TNF) games will not be available until 72 hours after the conclusion of the telecast. NFL Network content that has aired in the past 45 days may not be available.
