The reason for the halt was Carlow Castle drilling results.  Artemis released results for another area of Carlow Castle two weeks ago showing border-line drilling results and RE for Colbalt and other metals.  This upcoming area  drilled is supposed to be much richer.  We'll see if cobalt moves Artemis's SP.
