There will always be options opportunities for insiders. That 2020 report notes options out to 2023 at a few bucks each. If any options are in the money when vestable, insiders will exercise their opprtunity to buy.

But there's no rule law policy or regulation to say they must then sell the shares. That's a personal decision but also a partial signal to anybody else since insiders theoretically have better quality insight in Peyto's future.
