Valuation states "Strong Buy" Is this correct?

Bought at .18 to .19 cents when analysts indciated that there was a significant negative supply of oil about a month ago. 

Doing a bit a reserch and the valuation on Bullboarrds stated Strong Buy and I was wondering if this is an error considering all other stock apps state PPR is a dud. 

Thoughts?

do not touch this toxic piece of dung...just look at the chart...i bought it at 0.25 and it went to 0.03.. lost a bunch then re-bought a wack of shares at 0.03 and held and dumped at 0.20 when oil was 100 something  I thought this stock would go to 1.00 its back to almsot 0.03.... hedges that have made the company un investable and bad management you want a good CHEAP oil stock...look at ...more

Bullboards  need  to  be decifered  as  to  what  opinions and/or  information is  reliable   or not.

Bill Newman of   Research Capital downgraded  it to  a hold  on November  10th    from  a speculative buy  . He said   third Q.  results   were   disappointing.

As  far  as  I  know Bill  Newman  is  the only  analyst  covering  PPR   left   which has been  the case for some time  .
