Personally, I think that negotiations have been going on since the completion of phase one. Yes there are some hurdles to overcome in such a large contract, but it's in the best interest of both parties to move as quickly as reasonably possible. I think the fact that company B is close behind and other competitors as well, puts a little pressure on completing a deal asap. Jmo
